Tongkat ali is the better-evidenced of the two for the claim they are both sold on: small RCTs of standardized extract report modest free-testosterone rises and lower cortisol, though the effects are small, the trials are often industry-linked, and standardization varies enormously between products. Cistanche's one placebo-controlled trial of the herb alone measured mobility, not testosterone, and the cognition study usually cited for it gave Ginkgo alongside, so it cannot speak for cistanche. The two have never been compared directly, and neither is testosterone therapy.

Cistanche fits if

Your interest is the mobility and healthy-aging angle rather than the testosterone pitch, and one small trial is enough to explore it.
